| As
the Nlets Education Specialist much of Bob Morris's efforts are directed
toward the development and standardization of training and education for
the more than one-million system users in North America. Through broad-based
outreach efforts, Bob delivers mission critical information on investigative resources, data sharing, and new technology at the forefront of public safety efforts. Prior to joining Nlets, for sixteen years Bob was the state Training and Education Manager for the Law Enforcement Data System (LEDS) Division of the Oregon State Police. In that capacity, Bob was accountable for leading the Training and Education Unit which was responsible for tracking, training, and certifying more than 14,000 professionals representing multiple disciplines and constituencies statewide. Bob has more than thirty-two years experience in public safety, serving in many special and investigative assignments. In addition to his formal education Bob holds Executive Level Police Officer Certification, has more than 4000 hours of documented law enforcement training, is a graduate of numerous executive leadership courses, is a certified EMT-Intermediate, and college educator. In addition, Bob is active in the leadership and ethical decision making disciplines and serves on many professional and community based boards and committees. DESCRIPTION OF Nlets: Nlets is The International Justice and Public Safety Network. Nlets is an international, virtual, information-sharing network that links together state, local and federal law enforcement, justice and public safety agencies for the purpose of exchanging critical data. The primary goal of the Nlets system is to save lives and improve security for Americans. Nlets has been providing this service for more than 40 continuous years. Nearly 90 million messages are transacted each month between and among all states/territories, all Federal agencies with a justice component, and selected international agencies. The types of data exchanged vary from motor vehicle and drivers' data, to Canadian "Hot File" records, to INS databases, to state criminal history records. Nlets supports data communications links to state networks and federal and international systems using a state-of-the-art, high-speed, secure frame relay network. The primary Nlets operational site is located in Phoenix, Arizona, with a disaster recovery site co-located with the Idaho State Police for full continuity of operations. PRESENTATION SUMMARY: One second saves lives. Everyone knows it takes less than one second for a bomb, a gunshot, arson, or a train derailment to create a disaster or destroy lives. It also takes less than 1 second to avoid a crisis by having the right information available at the right time - over the Nlets network. Within the short amount of time required to key in a name and date of birth, certifying/licensing entities, such as state boards of education and the like, can find their seemingly highly-qualified job applicant is a registered predatory sex offender. This session will deliver a broad overview of the Nlets services and capabilities. Attendees will gain an understanding how the nation's Criminal Justice Information System (CJIS) utilizing the Nlets network enables city, county, state, and federal agencies to have real-time access to criminal history and investigative data that truly can make the difference between life and death. |
